Dougoukolo Alpha Oumar Ba Konaré is a clinical psychologist and geopolitician from Mali and France. He is currently researching global Fulani ethnic identity, and reconciliation in Mali.  He earned a doctorate in clinical psychologist from Université Paris Descartes (France), focusing on emotions and religiosity in Islam. He also holds a Master’s degree in strategic studies and defense policy from HEIP (France), and another one in international public policy (Johns Hopkins University School of Advanced International Studies).

Dougoukolo taught Fulani civilization, intercultural psychology, and African geopolitics at university level. He has worked with government institutions, UN organizations, think tanks, research laboratories, and NGOs. He is currently a visiting scholar at the University of Northern Florida. Dougoukolo has several publications in the form of books and academic articles.
