Strengthening the Role of the Moroccan National Mediator in Transparency and Rule of Law

In partnership with the Institution of the Mediator of the Kingdom of Morocco—a constitutional body under Article 162—the Nordic Center for Conflict Transformation (NCCT) is leading the Action Al-Wassit program. This initiative strengthens the institution’s ability to constructively manage conflicts between citizens and public administrations and to deliver higher-quality services that uphold transparency and the rule of law.

Three Core Pillars

  • Enhancing Institutional Capacity

The program equips selected staff of the Mediator Institution with practical tools and skills to address citizen grievances more effectively. Training modules are tailored based on a needs assessment conducted prior to implementation. The approach prioritizes experiential learning and peer exchange to foster practical, service-oriented solutions.

  • Fostering Strategic Collaboration

Action Al-Wassit promotes stronger engagement between the Mediator Institution, civil society organizations, media, and key public stakeholders. These partnerships help raise awareness of the Mediator’s role and expand
its impact in advancing administrative justice.

  • Promoting Knowledge Exchange

The project enables the sharing of experience and expertise with other constitutional bodies in Morocco, such as through parliamentary engagement, and facilitates networking with European Ombudsman offices to contribute to institutional learning and global standards alignment.
